Golovanov was the Soviet Commander of the Long Range Air Force which was set up in April 1942. In many ways an elite force, it had considerable autonomy to develop its own methods and resources. Golovanov was the GKO’s (State Defense Committee) specialist on aviation and it fell on him to plan the major air offensives to complement the land campaigns; for example, in Belorussia in June 1944. His long-range bomber force was also employed in the bombing and destruction of Königsberg, when ground troops failed to take it after months of siege.
